Poverty On The Rise There is a very wide range of income for individuals and families. This is why we have people that are very wealthy which are referred to as the upper class and there is the middle class that makes an average income, and the bottom of the income bracket lies the people in poverty. Poverty is a condition in which a person or family does not have the means to satisfy basic needs for food, clothing, shelter, and transportation. Your race does not matter, every race has people that are in poverty. But as it is statistically shown, different races have a different number of people in poverty. In 1996, the federal government established a minimum income level below which a person or family is declared in poverty. If a single person makes less than $7,995 then they are living in poverty, and a family has to exceed $16,036 or are also in poverty. From 1996 to 1997 the poverty rate has decreased by .4% In 1996, there was 36.5 million people at the poverty level and in 1997 the number of people in poverty decreased to 35.6 million people. Since a decade ago the poverty level has increased from 32.4 million people to as high as 39.3 million in 1993, but since 1993 the number of people living in poverty has decreased to 35.6 million people. The percent of the population a decade ago below the poverty was 13.1%, which has increases up to 15.1% but here recently the poverty rate is back down to 13.3% Gentry-2 Since the previous year the poverty rate was lower by .4% for the general population. The poverty rate of children under the age of eighteen has also decreased by .6%. The black poverty rate decreased the most from 28.4% to 26.5%. The Asians and Pacific Islanders had a decrease in their poverty rate by .5%. The whites had the smallest decrease out of all races because they decreased only by .2%. There are many different factors that contribute to the decreasing of the poverty rates, from the decrease of the unemployment to the decrease in government income maintenance programs. A lot of the poverty population is made up of income-maintenance programs. I would like to talk about few of the programs that the government offers for people in poverty. Social insurance programs is the first. There are many different types to the social insurance program. The first two are OASDHI and Medicare. OASDHI is also known as social security, which replaces wages lost after retirement. Medicare provides hospital insurance for the elderly and disabled. The third type is unemployment compensation which allows workers that are unemployed for a while to collect thirty-five percent of their lost wages. The second program is Pubic Assistance. The first type is Supplemental Security Income(SSI) this program allows disabled people to receive a minimum income. Aid to Families with Dependent Children(AFDC) and Medicaid usually are linked together. Medicaid will pay for hospital bills. AFDC provides certain families with children financial support. Medicaid is also offered to SSI recipiances. The food stamp program is the last type. It provides Americans with coupons that can be used for food. The government spends about 736 billion of its dollars on these different types of programs. Gentry-3 The government provides people in poverty that are in the public assistance programs with three different plans. They are supposed to help able-bodied, nonretired individuals get out of poverty. The three different plans have many different conflicts. Some of the conflicts are that the government is paying too much money out to the people, which means they will be dependent on the government for their income instead of working for it. Another conflict is that it is very costly to the government to keep paying for able-bodied workers. These conflicts are what stir up many different welfare reforms. All fifty states have income-maintenance programs, but the qualifications and rule vary from state to state. In each state, they calculate their poverty rates. The number of states that had an increase in poverty rate, in 1995 to 1997 was twenty-two states. The other twenty-eight states had a decrease in poverty rate. From 1996 to 1997 there were three states: Alabama, Mississippi, and South Carolina that had a poverty decrease while two states Arkansas and New Hampshire showed increases in their poverty rate. In this guest post, Matt shares how his experience in the Marine Corps inspired him to self-publish novels,  and how returning to the publishing industry after more than a decade-long hiatus has shaped him as an author.Growing up, I recognized I had a unique ability to capture people’s imaginations through the written word. Teachers in middle school and high school called it a â€Å"gift.† I just thought of it as a way to pass the time during boring classes. Once the bell rung, I couldn’t wait to share my latest creation with others. Mr. Bennett, my science teacher, recognized my talent and began reading my work out loud during study halls.For years, I was content with scribbling stuff down on paper, passing it around and getting a reaction. This habit followed me through high school, into college and eventually the Marines.Journaling my experiences in IraqI never wanted to be a writer. That changed on January 13th, 2003, the day my battalion commander stood before me and announced that the Secretary of Defense, acting on orders from the president, had issued our unit a deployment order for the Middle East. My initial thought was, â€Å"I’m going to war, and I’m gonna die.† My next thought was about how I had squandered my writing talent.A majority of my fellow Marines were disturbed by the news. The last time the United States deployed for an armed conflict on a mass scale was slightly over a decade ago (1991). Fear of the unknown was rampant whether anybody wanted to admit it or not. I resolved at that moment to keep a day-to-day journal of things as they unfolded on the ground. This journal tracked my movements from the U.S. to Kuwait into Iraq and back again.My motivation for the journal was to provide my family with a written record of what was going on as I experienced it should I perish - my mother would be most comforted for an in-depth explanation beyond the generic â€Å"killed in action† touted by the military.How the battlefield turned me into a writerI returned back to the U.S. on July 4th, 2003 and was honorably discharged several months later. Friedrich Wilhelm Nietzsche is usually considered as a forerunner of existentialism along with Kierkegaard. Kierkegaard can be considered as the champion of the orthodox Christianity. They will break all existing moral values, which are life- denying, to which masses are still enslaved. He attacks Christianity and Buddhism in particular because he sees in them carriers of virtues of the weak. He presents his own ideas of morality. He says that the will to power is the underlining force in all living organism. Therefore, he denounces all virtues of peace, forgiveness, friendliness. However, the will to power is just one aspect of man. If this is the only principle of life, the only motivating factor in ones life, civilized societies cannot exist.Beyond Good and Evil can be a guide in society ruled by a dictator. Assuming that reading ‘Beyond Good and evil’ has influenced my life and I have accepted it as a guide in my life, the following changes are expected within me. Spiritual independence and will to stand alone are seen as dangerous, therefore such qualities are suppressed (Nietzsche. 2004,para199). When clever men get together they form a parliament(Nietzsche,para. 199). The Disadvantage of Being an Attempter. The will to power An attempter in trying to be different in everything loses his normal self. The attempter is too much occupied with his will to p ower.Will to power is one of the characteristics of men. However, the attempter considers it as his essence. The effect of such an attitude makes him an oppressor in any relationship. Will to power is common to all human beings. He runs into trouble when he meets another human with same type of inclination. In such a situation, as Hegel says there will be struggle unto death(Lavine,p. 220). Detachment He detaches himself from everything in life. He is not attached to his loved ones, his fatherland or his virtues. This makes him an ascetic.He is made into a machine without any human feelings. Dangerous drives. Human drives such as hatred, revenge are glorified by him. On the other hand soft qualities like modesty, humility, friendliness are looked down upon. Human beings are bundle of emotions. Every emotion has a place in the formation of a person. One cannot glorify some emotions and denounce some others. In the case of an attempter the killing instinct in man is given predominance . This makes him an unacceptable person in a civilized society.He is more at home in a society ruled by a dictator. The Advantage of a Herdsman. A herdsman has a balanced emotional level. He does not denounce any qualities as irrational. Nietzsche argues that the will to stand alone, higher intelligence being suppressed in herds(society) is not true. There is more freedom in a herdsman than an attempter. He lives in a democratic world where as the attempter tends towards dictatorship. He learns to obey authority, which is a very important quality to live in a societyAnimal instincts such as revenge hatred are not glorified but by considering them as immoral those harmful emotions are discouraged To Be an Attempter or To Be a Herdsman. I would prefer to be a herdsman. A herdsman is a person suitable in a civilized, democratic society. The life of a herdsman is lived in obedience to authority. He understands the importance of modesty, friendliness and peace. These qualities appeal to me more than a life lived with a sloe aim of dominating others.A life of an attempter is very mechanical. He does not have the human frailties which makes life interesting. He hates everything , suspects everything, tends to dominate everything. His life will be lonely and dull. Therefore to live a life filled with normal emotions of joy, pain, modesty, forgiveness I would prefer a herdsman’s life. Conclusion In ‘Beyond and Evil’ Nietzsche alludes that all life is exploitation. His will to power is seen as exploitation. The dominance of one’s will over another.All that enhances power is good. All that flows from weakness i. e. , peace, friendliness are bad. Hatred, vengeance, cruelty are essential for life. These concepts of life suit a dictator than a person living in a democratic society. He tries to present a new brand of philosophers called ‘attempters’ who embodies all these characters. They are supposed to be legislators and creators. Cr eators of moral values so that a new order of world will be created.
